What is the PCAT?
The PCAT is a dual-purpose self-assessment tool that helps:
- Determine the category and level of complexity of your project.
- Assess the level of a practitioner’s individual experience in managing complex projects.
- The PCAT is agnostic to industry, sector, or type of project
- It is intended to be used when a project is initiated, when the project transitions through distinct phases, and when the project environment changes significantly.
Why Do We Need Such a Tool?
The PCAT offers several benefits that can significantly enhance project management performance and outcomes, including but not limited to:

The Project Complexity Assessment Tool (PCAT) Ecosystem helps to explain how the model works, including:
- how all the various components fit together;
- using a structured self-assessment survey to assesses project complexity considering Project Factors, Sources of Complexity and Complexity & System Characteristics;
- categorising projects into different level of complexity based on assessment results; and
- providing guidance on specific attributes of each level of complexity across defining aspects, to support skills development based on the CPL competency framework and certification program which is designed to enhance the skills of project leaders and promote continuous learning and development through training courses, webinars, events, special interest groups and other member resources.
